The Civil Service Commission Regional Office 9 in Zamboanga City, hosted the awarding of the Seal of Excellence Award to the top-ranking frontline service offices in Region 9. It was held on September 3, 2015, at the Crystal Ballroom of the Grand Astoria Hotel. CSC Commissioner Hon. Nieves L. Osorio was present to give the awards, which consists of a wall mountable glass plaque and P100,000.00 cash.

  The awardees were the following: Pag-IBIG Fund-Zamboanga Branch; PHILHEALTH Insurance Corp.-Local Health Insurance Office, Zamboanga City; Government Service Insurance System (GSIS)-Dipolog Branch; and Land Transportation Office-Ipil District Office, Zamboanga Sibugay.

      The results of the 2014 Anti-red Tape Act or ARTA Survey in Region 9 reveal that these four offices bested all the others in the region.

            The ARTA RCS or Report Card Survey is an annual survey conducted by the Civil Service Commission to evaluate the effectiveness of the ARTA Law. The survey is conducted among the clients of high density, most complained of agencies as determined by the Contact Center ng Bayan Data. It checks agency compliance to the provisions of ARTA. Service Offices that garnered an excellent rating in the survey are subjected to another round of validation to verify if they are indeed consistent in providing excellent service to their clients.

            Moreover, it was learned that this year, a total of twelve service offices have earned the excellent rating in the first round. The 2014 awardees are among the top 12.

            The awards were received by the top officials of the aforementioned service offices.
