The Civil Service Commission (CSC), as the premier human resource institution, acts as a disciplining entity of the bureaucracy, hearing and deciding on administrative cases of state workers for violating civil service rules and regulations.

In 2013, the CSC was certified ISO 9001:2008 compliant for its cases adjudication process, which requires the Commission to resolve cases ripe for resolution within 40 days from the time of submission of last pleading. This standard guarantees the public that cases filed with the CSC are handled with utmost efficiency.

“To strengthen our quasi-judicial mandate, we made an unprecedented move to shorten the resolution time for administrative cases lodged with the CSC, from 60 days as prescribed by the 1987 Constitution to 40 days,” said CSC Chairman Francisco T. Duque III.

Executive Order No. 292 or the Revised Administrative Code of 1987 mandates constitutional commissions to decide on any case brought before it within 60 days of its submission for decision or resolution.

Last year, the CSC achieved a 76.39 percent resolution rate, higher than its target of 70 percent. This translates to 6,798 out of 8,899 cases resolved within 40 days.

For the first quarter of 2014, 83.11 percent or 2,215 out of 2,665 cases have been resolved in accordance to the CSC Quality Management System (QMS) standard.

Moreover, the Commission’s Office for Legal Affairs ensures that all legal queries are responded to in the most efficient manner with an officer-of-the-day assigned for any phone in or walk in legal concerns from clients.

“With the ISO seal, CSC’s legal processes are not temporary but rather institutionalized,” added Chairman Duque.
